Can Heimerdinger get a Base armor buff? The poor guy start the game with 19 armor

With the Lethality Buff and Edge of Night and Maw its really hard for heimerdinger to kill anyone, can the poor little guy get a base armor buff because he just straight up dies to AD. Especially Quinn.
