Why is there no work being done on Skarner?

I don't get it.

Even champs from the stone age like Nunu and Udyr got mini-reworks, even though Nunu is pretty high up on the VGU list. Riot keeps talking about how they wanna give Volibear a vgu. Volibear has even less playrate than Skarner. These champs are all up for some kind of VGU, and yet 2 of them got a mini-rework.

And yet it seems that Skarner has been completely forgotten. Swain got a mini-rework before his VGU, as a sort of placeholder until his VGU. While it's a wild guess, I’m gonna go out on a limb and guess that Skarner is not gonna get a VGU for at least the coming 2-3 years. So would it be too much to ask that Skarner gets a mini-rework, at least rework his passive, until he gets a VGU? Even champs with lower playrate than him got mini-reworks, such as Amumu, Nunu, Udyr(at the time I believe). Most notably Nunu who is very high on the VGU priority list.

I made a thread last year where a rioter responded, stating that there are some low-cost high-value changes that can be made. So now that the runes have changed and the bulk of last years projects finished, would it be possible to give him a mini-rework? At the very least give him a new passive

I mean yes, he recently got a small buff. But his passive feels so bad to play around. Which is sad, because Skarner is my favorite champ, and I love playing with him.
