Evident way of allowing an early game champion to fall off
Don't let them have 30 second ults. (IE; Vi, Lee sin, Olaf).
If they can Ult 2 in a big fight, did they truly "fall off"?
Also to those junglers that camp botlane a word of advice, fuck off.

Her level 16 ult is on a 80 second cooldown with 0% CDR but with warrior enhancement and triforce and 1 more item (40% cdr) she has a 48 second ult. Long cooldown my ass.
