Phase Rush needs adjustments

Only 4 champions use phase rush at the very least semi-consistently. Those 4 are Aurelion Sol, Cassiopeia, Darius, and Diana.

Outside of those 4, this keystone is used rarely by anyone else. And even then the rune is pretty underwhelming on Darius and Diana.

It needs buffs or adjustments in its access of power.

Granting bonus move speed just for taking the rune is one way to go about it.

Or granting bonus move speed when approaching an enemy champion is another more interesting change.

One change it could definitely use is granting 1/3 of the bonus move speed before gaining the current full effect at 3 stacks where you gain the max move speed bonus and slow resistance.

It's pretty useless.

Even as Cassiopeia, it's extremely unlikely to proc at a time when I can use; I'm often either CC'd when it procs or my target already can't get away from me, so the extra speed is pointless. It's very rarely up when I want it to escape.

Phase Rush should work like Lethal Tempo in a way if the goal is to reward damaging an enemy champion with the ability to stay on their target. The following would suffice (given a rework of numbers).

Upon dealing damage to an enemy champion, this champion gains movespeed that ramps up to a max of 20% movespeed over 1 second and lasts for 3 seconds total. Cooldown: 10 seconds.

Thinking strictly of Darius here, right now I use Glacial Augment for the dueling stickiness, but having something like this for late game chasing so the Penta-dunk dream is not just as simple as 'run away!' for the enemy team to counter.

In my humble opinion:

1.) Phase Rush (PR) is inferior to Glacial Augment (GU) in most scenarios. Almost every mage has to be in 'ranged auto' range to take full advantage of spell combos, and thusly be able to proc PR. Even if we consider that PR is significantly harder to trigger, you still have to examine the fact that once procced, GU is just more appealing - it lets you kite more effectively and helps you chase them down better as well.

2.) Because I simply don't think its worth having 2 keystones that generally do the same thing I propose that Phase Rush be removed and we simply move Glacial Augment over to Sorcery and make it trigger on spellcasts AND auto attacks, as a pseudo item 3116. As a midlane or AP focused support, it'd be a really interesting decision between the three Sorcery keystones. It also makes sense in sorcery.

3.) Assuming you're still on board, I'd want a new keystone for Inspiration to replace GU. As for what? I'd like to see one of the runes upgraded into a Keystone and buffed a bit. 'Creative Rulebreaking' was inspirations mantra, so Future's Market is a good candidate, since its currently pretty meh.

They did say they might look into something about Phase Rush, so i'd say hang tight for now, as they might be experimenting on it in secret to figure what can be done about it.
