Remove gold for lane champs early on.

On and off lately, I've been getting partners who decide "fuck this" and leave their lanes to farm the jungle (putting me behind) and then proceed to blame me for not farming more, I would do it for lane minions but jungle has gold reduced early on in the game, could we do the same for laners with jungle monsters or just reduce gold all around for jg camps for them unless they have the hunter's machete/talisman items?
