Banner of Command and Ohmwrecker ideas based on Siege Weapons from Nexus Siege.
#TL;DR at the bottom of the post.
Hey stinky dinkys, Doritorno "Dipshit" Doritovanna here back at it again with more janky (adjective, inferior quality; held in low social regard; old and delapidated; refers almost exclusively to inanimate material objects, not to people) item ideas that have probably already been said before and I'm just a copy.
Today I want to talk about two items, Banner of Command, and Ohmwrecker.
I'll be starting with Banner of Command.
#BANNER OF COMMAND OVERVIEW BEGINS HERE
Now, as some of you might know, Banner of Command is no longer in the game.
For those of you who can't remember it's most recent stats before it was removed, here ya go:
Cost: 2200 gold.
Armor: 60.
Magic Resistance: 30.
Base Health Regen: 125%.
UNIQUE PASSIVE - Point Runner: Builds up to 20% bonus movement speed over 2 seconds while near turrets, fallen turrets and Void Gates.
UNIQUE ACTIVE - Promote: Greatly increases the power of a lane minion, granting it 40% reduced damage from enemy champions, 100% bonus damage against turrets and bonus stats (1200 range) (120 second cooldown).
Builds out of:
+
+ 200 gold.
Now, way back before 8.11, it used to give Cooldown Reduction and just made the minion completely immune to magic damage, instead of the damage reduction we currently have. This was then changed in 8.11 to give 70% damage reduction from champions, causing an immediate hotfix to 40% and then subsequently removed from the game entirely in 8.12.
Now this made me a sad sad 🅱️oi.
Siege items (Ohmwrecker, Banner of Command and Zz'rot Portal) have always been the laughing stock of items, being considered useless a lot of the time. When Banner of Command got buffed, albeit, a little too much, I was pretty happy. Until it was removed literally only a patch afterwards.
Now, seeing items get deleted from the game has always been sad for me (RIP in peace Tracker's Knife omega lul), so I tried to think of a way to make Banner of Command at least somewhat balanced.
Enter, Vanguard Banner from the game mode, Nexus Siege.
Vanguard Banner is one of the eight Siege Weapons from Nexus Siege.
What Vanguard Banner does, is that it places a Vanguard Banner at the target location that becomes active after a 2 second delay. The Vanguard Banner has 5 health (similar to a Zz'rot Portal) and it projects an aura that grants surrounding allied minions 50% bonus damage, 50 Armor and 100 Magic Resistance while they remain in range (I couldn't get any precise information on how big the range is, but let's just say it's something like 1200 range).
Now, I don't know if more than one Vanguard Banner works within the proximities of eachother, but I'd just assume they don't.
So, I tried to incorporate Vanguard Banner into a new Banner of Command, and this is what I got:
#IDEA FOR BANNER OF COMMAND HERE
Cost: 2700 gold.
Armor: 60.
Magic Resistance: 60.
Base health regeneration: 150%
UNIQUE PASSIVE - Point Runner: Builds up to 20% bonus movement speed over 2 seconds while near turrets, fallen turrets, Void Gates and Vanguard Banners.
UNIQUE ACTIVE - Vanguard Banner: Places a Vanguard Banner at target location that becomes active after a 2 second delay. The Vanguard Banner projects an aura that grants surrounding allied minions 50% bonus damage, 50 Armor and 50 Magic Resistance while they remain in range (1200 range) (120 second cooldown). Auras from multiple Vanguard Banners do not stack.
Builds out of:
+
+
+ 250 gold.
Now, this version of Banner of Command, as well as the Vanguard Banner, has some key differences from it's original counterparts:
-
One problem I saw with the original Banner of Command was that it was way too cheap for it's power to siege turrets. To deal with this, it now costs 500 more gold so first tower blood cheese wouldn't work as well. To compensate, it now gives 30 more Magic Resistance and 25% more Base Health Regeneration.
-
Enemy minions killed by a minion buffed by a Vanguard Banner do not grant gold to the owner of the item.
-
Vanguard Banners now count for Point Runner's bonus movement speed.
-
Vanguard Banners only give 50 Magic Resistance instead of 100.
Overall, I think this makes Banner of Command much more healthy than it previously was. Instead of grating bonus health, attack damage, attack speed, armor, magic resistances AND percentage damage reduction, it now just gives a small amount of flat resistances. Instead of 100% bonus damage, it now gives 50%. Instead of lasting until the minion is killed, you can just destroy the banner.
Speaking of destroying the banner, the banner has 5 health and is completely immune to all abilities. It takes 5 basic attacks, regardless of them being melee or ranged, to destroy it. If 5 seconds have passed without the banner taking any damage, it regenerates to full health. Destroying the banner grants 25 gold.

(Keep in mind, my iteration of the Banner can both be used in offensive AND defensive situations).
Next up, we have Ohmwrecker.
#OHMWRECKER OVERVIEW BEGINS HERE
Now, for those of you who've never seen this item before (which is completely understandable), let me just go through it's stats.
Cost: 2650 gold.
Armor: 50.
Health: 300.
Cooldown Reduction: 10%.
Base health regeneration: 150%.
UNIQUE PASSIVE – POINT RUNNER: Builds up to 20% bonus movement speed over 2 seconds while near turrets, fallen turrets and Void Gates.
UNIQUE ACTIVE: Targets an enemy turret to prevent it from attacking for 3 seconds (120 second cooldown). This effect cannot be used against the same tower more than once every 8 seconds.
Builds out of:
+
+ 950 gold.
Now, Ohmwrecker. Widely regarded as one of, if not the worst item in the entire game, along with the likes of Poacher's Dirk and Hextech GLP-800. An entirely offense based item that only works on enemy towers, I thought of a change that'd help make it a defensive item as well based on Storm Bulwark from Nexus Siege, and an old Summoner Spell named Fortify.
Storm Bulwark, like Vanguard Banner, is one of the eight Siege Weapons from Nexus Siege.
Storm Bulwark makes the target allied tower invulnerable for 6 seconds. After 4 seconds, a barrage of lightning strikes hit the ground dealing 2600 true damage over the next 2 seconds to all enemies within a large radius. The targeted turret cannot be the target of another Storm Bulwark for 15 seconds.
Now, 2600 true damage over 2 seconds is a little bit too much so I borrowed the damage component from another Siege Weapon, Beam of Ruination. Beam of Ruination deals 30 - 540 (based on level) (+30% maximum health) magic damage to enemies in a line.
The old Summoner Spell I was talking about, Fortify, grants invulnerability to all allied turrets and causes them to attack 100% faster for 7 seconds. Whilst this ability was ready to be cast, you dealt 9 bonus damage to minions.
This is how my idea ended up being:
#IDEA FOR OHMWRECKER HERE
Cost: 2700 gold.
Armor: 50.
Health: 300.
Cooldown Reduction: 10%.
Base health regeneration: 150%.
UNIQUE PASSIVE - Builds up to 20% bonus movement speed over 2 seconds while near turrets, fallen turrets, Void Gates and Vanguard Banners.
UNIQUE ACTIVE - Sabotage: Targets an enemy turret to prevent it from attacking for 6 seconds and cancelling Fortify if it's currently on the same turret. (120 second cooldown). This effect cannot be used against the same tower more than once every 8 seconds.
UNIQUE ACTIVE - Fortify: Targets an allied turret, instantly granting it invulnerability, max stacks of Warming Up, causing it to attack 100% faster for 6 seconds and cancelling Sabotage if it's currently on the same turret (120 second cooldown). After 4 seconds, a barrage of lightning strikes hit the ground dealing 30 - 540 (based on level) (+30% maximum health) magic damage over the next 2 seconds to all enemies within a large radius. This effect cannot be used against the same tower more than once every 15 seconds.
Builds out of:
+
+ 1000 gold.
I thought the idea of having Ohmwrecker have two different actives based on whether or not it was an ally or an enemy turret was pretty neat. Especially the fact that one Ohmwrecker could potentially cancel out the effect of the other, creating this mind game of when to use it.
It's certainly going to be a lot more useful than it was before, but I'm still not sure if it's entirely balanced, therefore I added a minor 50 gold increase in cost.

(This does not represent my iteration).
#TL;DR BEGINS HERE
Bring back Banner of Command and give it a slightly shittier Vanguard Banner as it's active. Give Ohmwrecker the Summoner Spell Fortify, combined with a slightly shittier Storm Bulwark as a new active on ally turrets, in addition to it's current active on enemy turrets. Both of the Ohmwrecker actives can cancel eachother out.
That's pretty much it.
