If he did, it would be much more noticeable how the mini rework is actually worse than the current edition.

It's the same reason Skarner still has his spires:
Wukong players are not important.
Riot doesnt really care about the champion.
Because riot would rather buff kalista than risk having wukong mid pick/ban in worlds.
Because wukong shouldn't be viable until hes reworked
