Even the balance team knows the meme is stupid and the ability needs to be removed. The only small spin Garen needs is during build up for a jump attack...ie his Q. This is clearly shown to be more popular and cooler as shown in both Twist of Fate and Warriors.

i know this is a rant, but still, i want to answer.
they explained in the twist of fate development video (iirc) that it wouldn't be very pleasure looking to see garen spinning around in cinematics.
still they want to showcase it since it's an iconic ability, so every now and then you'll see garen spin a bit
And Aurelion Sol is an ancient cosmic dragon capable of creating stars with his farts. In game, however, he is quite easily felled by human swordsmen.
Should all champions be tailored strictly according to their lore?
So the follow up question. Do you see Garen Win in a single cinematic?

Unfortunately his spin move is not stylish enough to be good in a cinematic so it does not win there.
Q and R are both excellent though.....not excellent enough to beat Sylas but excellent for style points.
