Is Gragus a Diver, a tank, a juggernaut or a mage?
I seriously can't tell.
He has undeniable aspects of all of them.
And yes I know he is clearly a diver when using his scuba skin but outside of that what is he?

He's primarily used as a tank currently. Lots of hp & resistances, peel, disengage, and sometimes pick for his team. That's closer to Naut than to Swain or Diana.
Juggernauts are partially defined by their lack of mobility. Gragas's dash is good enough that he doesn't really fit there, and unlike Darius he can't really delete someone who gets too close by himself.
Actually shyvana is a bruiser and she has a dash. It's not impossible for him to be a bruiser.
Riot's old list (Which is yet to be updated) listed him as a Vanguard.
I'd say he's a Battle Mage.
He's all 4.
He is a Vanguard. Not enough damage to be considered as a Diver, a Juggernaut, or any kind of Mage. Too much CC to be a Juggernaut or a diver. Not enough ranged tools to be a mage. Mqgic damage =/= Mage.
He's a case of ridonkulous hitboxes.
With his absurd damage (and stupid hitboxes) he functions as a Diver more than anything. No incentive to use his abilities for anything but absolutely smashing your target of choice (and everyone who happens to be next to them).
He is a generalist meaning he does many things too well
That is a good question. I'll get back to when I know for sure...
Riot says he's a vanguard so he's a tank.
He was reworked to be a heavy CC AP Offtank (basically Diver in modern categorization) but then without much changes they started to list him as tank and balance him as such which leads to what you said in your post. He is still built like a bruiser in jungle (Ludens, Iceborn Gauntlet and Lucidity boots) and his recommended items list is full of bruiser options (even though it was updated not that long time ago) but people tend to build him as tank on top and so far it is the best way to build him there.
He basically works like many other Tanks tbh. Sion besides going his Tank route can go full AD or semi AD builds and it works (Tilterella plays full AD Sion in Challenger), Zac could do the same and there were even people playing full AP Sejuani (Sashuani if I recall correctly did that plenty of times) though it often needs some dedication because secondary roles aren't as easy or reliable as primary ones.
