Both give him the same amount of AS until about 1-2 seconds after the Q runs out.
People say it is to make the animation faster, but https://i.gyazo.com/90ae57592afb26d819fbcd1ed7a7172d.gif it seems like the buff lasts for another auto attack, so thats kinda weird...

On the other, everyone who plays him should die a very slow and painful death and beg Satan himself not to use his large oversized pitchfork to insemination them with acidic cum.
So basically, any attempt Riot makes at fixing him will result in the utter destruction of the champion (Skarner) or make it extremely overpowered.

IMO, Riot should remove the auto reset and keep the rest so that Rengar is less about one shotting targets before they can react and more about using his auto steroids to take them down over a few seconds since Rengar getting on top of them is a given. Nocturne is a champ that they don't allow to have too much burst because his dive and stick potential is of the level that Rengar has.
