Honestly, Ziggs didn't noticeably get buffed
The ability to instantly waveclear with your ult. helped you not only keep all the turrets alive and stall the game vs pushes but also amass a large CS lead. You could back and shop at the same time as your opponent and the just ult. the wave on the way back to get all the CS.
I still think he's lackluster due to his limited CC and relatively unreliable damage output. A Ziggs bomb is so much harder to hit than Xerath Q and it also has a small area of effect while Xerath's can just go through their whole team if they stupidly line-up. He's basically ONLY capable of poking and it's hard to actually assassinate anyone. This is in stark contrast to Xerath for example, who can poke well but also snipe targets and even 100-0 a squishy if he hits E (which lets him hit everything else). Even AP Kog before Riot took a dump on him with the rework could kill ADCs with his combo (E->R->R->R->R) even if he was OOM at the end of it. I know AP Kog has even less CC and safety than Ziggs but my point is that a lot of poke pages have good assassination potential and Ziggs is one of the few who doesn't. That greatly limits the comps. he's good into.
I think Ziggs is best mid-game but falls off quite hard late game. Yeah he has his ult. and he has poke but all his damage is dodgeable and everyone knows that ult. will come. They also don't have to play your game A champion like Ahri also has strong poke but with way higher mobility and pick potential. The only way Ziggs' late game is decent is if they stupidly 5v5 you and clump up or you just have amazing peel to apply your passive every time and hit the bombs.
What are your thoughts on ZIggs? When would you pick him if ever compared to Vel'Koz, Lux or Xerath. I even find it hard to make a case to pick him relative to Zilean. Zilean doesn't have as much damage in his kit but he has good poke and CC. If he double bombs 2-3 on the enemy team you usually win the fight and he just has so much more in his kit beyond just poke.
BTW: I think the W turret effect is more of a gimmick than actually useful. If the turret is low, I still can't walk up to it and W without a wave since my opponent will kill me. If my opponent isn't there, I actually still don't find it worthwhile to use W because a few passive procs. and autos will kill it quite easily. The last thing I want to do is blow my admittedly mediocre escape while pushing for the turret. It helps most if you can group with your team and use it but again, the difference is so minor at that point (turrets die very easily if your team's there) that I find more value in keeping the CD to have better safety/disengage if something goes wrong.
