Zilean Buff Good

W Mana cost reduced form 35 to 0 at all ranks.

This is a step in the right direction Riot! The mana costs to do his combo are ridiculous high so this will help a lot. The only thing left to do is fix his passive so it feels useful in the game. 8% extra exp is kinda useless this has never been more true when you play support Zilean because Mordakiser gets full exp from all minions that die near him. 8% is looking pretty pathetic at this point. At this point, please drop the 8% extra exp and give him something else, personally I would love to see him gain bonus mana for AP. +0.5/1/1.5/2 mana per point of AP (Base 0.5 and +0.5 for each point in ultimate) Of course, that makes this change kind of unneeded. So maybe something else?

He needs a lot more than that, he is pretty bad right now. There is no reason to pick him over any support besides maybe taric for any reason

Not really, I've played him enough in bot to know that he can be really strong. That large AoE stun can be really helpful (as long as you can land it) and the speed up and slow down is powerful too. The biggest problem I ran into when playing him as support was that he constantly ran out of mana. I had to prioritize Tear over SS just to stay relevant in lane because of the mana costs. You needed to slow before landing 2 Q's for a total of 205 mana to deal damage with his Q twice. 145 to deal damage with Q once and that is at level 3. However, even with those huge mana costs just communicating with my ADC and jungler allowed me to stomp bot lane because of how much early CC Zilean has. I told my ADC to play passive till 3. I also communicated with my jungler that ganking past level 3 on zilean allows zilean to CC 1 target for a total of 6 seconds. If the enemy pushes...they die if the jungler comes bot. There is no getting away from a 5 second slow and 1.1 second stun. In team fights he is the perfect pick against assassin comps with his ult and his AoE stun is amazingly powerful if you can land it. I found he scaled very well into late game but that his early game was just so hard without help because of his mana costs.

Your opinion is slightly biased as you seem like you play zilean a lot.

With that being said, other supports just outclass him. Why pick zilean for one stun when you can pick naut for 3 and a slow or leona for 3 or thresh for 2 (basically 3)? What can zilean do if naut pulls himself to the ADC and chain cc's him for 4 seconds. Revive him so naut can do it again?

Actually, no I don't play him a lot (although I tried him out a lot after his rework). I would like to though because he is so fun when I can get him through the laning phase. I mostly play Leona, Sona, Janna and Soraka. As to why you would pick him?

Well, that enemy Zed(ahri,Leblanc,Fizz...etc) on the enemy team just dove on my ADC, Shit! Oh wait I have ult nvm.

I also pick Zilean because a good ADC can really make use of a 99% ms boost for 2.5 seconds, or maybe I want our new juggernaut/bruiser to have 99% ms boost and really get in the face of the enemy carry?

Perhaps someone is out of position? Zoom zoom!

Zilean brings great tools for chasing, positioning, peel and baiting. In a team fight sure he only stuns for 1.5 seconds but it's 1.5 seconds in a huge area! You can catch 3+ enemy champions in it easy (assuming you hit the double Q).
