Like annie ult stun, vi ult, wukong basically is one unless you're retarded, ryze cage, those kind of moves. Why not have more skill shot based moves such as elise web, morg bind, lux q, and other dodgable moves???

Targeted CC spells offer a reliable source of CC, at the cost of range and other disadvantage

though they could add counterplay to it by annie not being able to hold her stun charges and have them decay after a few seconds. so she cant just sit eternally on 3 stacks and zone you from minons at lvl 6.
