He created Volibear, one of the worst champions in league of legends. Just why is he leader. Please, Riot Games hire a promising gameplay leader.

This might sound wild, but what if I told you he might have skill sets that makes him ideal for this job. How exactly can we use volibear to determine his ability in communicating with people on various teams and pushing projects forward for example. Also Volty was part of Voli's team and design.

Conspiracy theory: Volibear is not viable because Zileas doesn't allow him to be buffed.

He grudgingly allowed Volibear to be created because there was a community push for an armored bear, but he always hated the idea. I'm pretty sure if Riot's design team wanted, Volibear could be a strong champion but when your VP of design hates the champion don't expect that champion to get any love from the design team.

Look how much attention Volibear has gotten since his release. Basically none. If Riot likes a champion's concept a lot they will buff it and tweak it until it sees a lot of play. That's really all there is to it. The person who designs the champion's kit is not responsible for how viable the champion ends up being because the design team has the power to buff and nerf.
