IMO what seemed to have happened was: Lucian and cait nerf, another cait nerf, draven nerf (?), ardent was found out to be op, oh oops crap we cant contest these hypercarries and ardent supps

Well, the nerfs certainly helped shape the present meta, but it was really a long time coming, ever since they actually made enchanter sup items good (marksman items have been good since season 6). Protect the carry has become easy and that makes hyper carries the most effective choice (since ADCs don't die easy regardless of who they are thanks to enchanter sups, which ADC does the most damage wins the teamfight, which means hypercarries>other ADCs). Now if divers and assassins could actually threaten those immobile carries again like in season 4 and such, we'd see far more variety in ADC role.

Assassins needs some buffs, Tanks need some nerfs so divers can compete, BC buffs maybe?

Tank's aren't the problem (only reason they are meta is because CC-trains are always strong and item 3193 exists), it's the vastly weaker itemization for tanky champs compared to AD DPS that's the problem, someone like XinZhao at 5-6 items can't even come close to dueling a lone ADC with no protection and similar item completion. It's bullshit... It used to be that ADCs couldn't 1v1 proper duelist champions (and for good reason: those champs are melee, and thus kiteable in teamfights). Likewise, modern assassins have long enough delays on their kits that properly itemized ADCs can 100-0 within that timeframe, so they too can't do their job worth a damn.

Take this from a MR 7 Tahm kench main, he is one of the strongest bullies in bot lane, if the others don't have a vanguard, or someone that counters said bullying supports or champions, like Braum

Cait is the 11th most picked adc, 18 ADCs in total (She also SOMEHOW has the worst winrate out of all ADCs, did those ez buffs help a tiny bit or something?), Draven is actually the LEAST picked adc,

Karma 11th most picked out of 23 (she also has the trashiest winrate of all supports), Zyra 18 out of 23, Brand 15 out of 23, vel 20 out of 23, Veigar 22 out of 23, lulu as i said idek.

You have to consider their role, not out of all the game. because as were talking about, its only the bot lane, so ADC pick rate numbers are going to be inflated bc there arent many ADCs.

Not sure why you are surprised tho... They have been fairly dominant in the early part of this season, so it shouldn't come as a surprise that the other side gets a bit of a time in the spotlight...

Draven is not necessarily out of meta, he's merely too unreliable to see consistent pro-level play. In solo queue, he has an about 8% pickrate, so...

Lucian is played mid for a few reasons - he has access to blue buff (no need to buy item 3508 ), he counters some mids rather well and, most importantly, he really benefits from additional XP (only his W is really a 1-point wonder, and his passive scales with levels).
