Apart from Hai's Shyvana, I don't think I've seen anyone in any of the major regions pull-off a Sated JG. Even Hai decided against Shyvana when against aggressive junglers.
Are they simply unable to impact the game enough while still stacking or what's the issue? Is the survivability cost too great? I'm really surprised that such an "OP" item on paper is still even after all this time not being used in the highest tier of play.

Junglers there need to have an impact early game. The only one that I think have the easiest time doing this is Xin Zhao and maybe Jax if you land the stun, but these are nearly not as good as when shyvana gets rolling I think.
