I mean he's needed a nerf for a long time now but he hasn't received any nerfs for some odd reason. The same could be said about several other champions.

hes a ranged champ and since rengar was melee rengar needs the nerf more.
both have the same instaburst cancer and riot nerfs the melee but ignores the ranged
and yet the lucian is the one who dominated yet again while being played in mid. Haven't seen that before.
