Why Can't Kat's Q work like Viktor's Q?

's Q does so little damage on the initial cast but significantly more on the follow up attack. Kat's bouncing blades gives her some unfair advantages when it comes to poke and zoning given how much damage she can dish out of you get too close. So why not have it work the opposite. The initial Q and the bounces can deal minimal damage but actually procing the mark would deal significantly more.

There's probably a better champion example for this than Viktor but my I feel awful right now so if anyone has a better suggestion leave it below.

That's.....kind of the point of melee assassins.

Besides, Kat's Q already functions that way. You won't be dealt significant damage unless she jumps in with E and W to proc the mark, which in turns leaves her vulnerable to ganks or to return-poke.

kat's q needs a lower base damage sense it scales so well and damages twice. people would say it would hurt her lane but lets be real kat automatically goes into building damage and its all she really builds.
