Hate to tell you Sion but Noxus is more cowardly
At least in gameplay, somewhat in lore and theme as well. Let us analyze.
Demacia
An aristocrat duelist who is an all in champion who fights you down through skill and prowess. Like ALL Demacians she was required to serve military service and follows their conduct and behavior manual that pounds "No retreat, no fear." ideologies into their heads.
An all in tank who literally forces himself to be attacked as a form of CC. He shows no signs of fear or retreat.
A symbol of all in courage, and despite his bush fetish, once Garen does go in there is no getting out until the fight is over. He and Lux were both drafted into some sort of lifelong military service. He is the commander of the Elite Guard.
The PRINCE of his kingdom and commander of the Daughtless Vanguard. And like ALL Demacian rulers before him, he is a front line warrior. Jarvan in game is also an all in fighter who literally traps his enemies and... sometimes allies, with him.
A resident of Demacia and certainly not a coward.
Born from Demacia and is far from a coward, a short range marksman who must get into the fray to do his job. In lore he also fights undead and black magic monsters, things like Thresh. Yep, certainly no coward.
Despite being a mage and born of a noble family, she was willing to do behind enemy lines covert ops missions solo, risking her life. But even then said that wasn't good enough and turned to being out on the field with her allies to fight alongside them.
The hero of Demacia, and a brave little Yordle at that. In game she is certainly all in.
Another all in marksman for Demacia, this time so all in people once joked she was a suicide bomber. Quinn in lore is also just a poor peasant girl who was willing to serve Demacia and through courage and heroics became an Elite Ranger.
She is an all in dragon, need I say more? I will, she literally has fought her entire life. And when a dragon killed her father, she didn't go hide and cry, she hunted him down, and with Jarvan's help she pulled his heart out. Due to her ferocity Jarvan asked her to join the Elite Guard. She did. She has questionable ethics for a Demacian, but she is a strong dragon lady who doesn't afraid of anything.
Not a total all in champion like the rest of Demacia, but you gotta admit, a deaf aristocratic musician deciding to fight for her country is pretty admirable.
Possibly the most all in champion in the game and a marksman at that. Vayne like Lucian hunts black magic monsters and undead, but her priorities are the other way around. Black magic first, undead is just a bonus. All this despite being an aristocrat.
Pure all in. Xin Zhao has always been one of the hardest diving champions in League, and well... he also certainly doesn't lack confidence in his dialogue. All this despite being the captain of the royal guard.
On top of all this, ALL Demacians, without exception, MUST partake in a minimum of 4 years military service. And practically worship a code of ethics they follow that has zero tolerance policies for retreat or fear.
Noxus
Certainly no coward, starting off good Noxus.
A sneaky person who uses seduction to get what she wants. Was cursed, now a bit less cowardly.
DRAAAAAAAAVEN (Not a coward)
An aristocratic cutthroat assassin. Loads of escape, only goes in to clean up the kills after a fight.
+25 courage for Noxus.
Is all about deceiving, escaping, juking and running away, until things are in her favor so she can be sure she wins.
A resident of Noxus and certainly not a coward. Not even from a gameplay standpoint, she has to all in to use her ult. Pretty courageous for a support.
Not a coward, I mean sure she has 4 escapes, but she will probably try to 1v9 anyway. Though not officially a Noxian anymore because guess what... she thought that the current Noxians and their tactics were cowardice!
+1 for Noxus.
A tactician general, lorewise he is a bit of a coward. Which is why Riven hates him, he prefers dirty tactics as long as he wins. In gameplay he is a coward until level 6, then goes beast mode... literally.
A cut throat assassin, similar to Katarina he only likes fights in his favor and hides in the shadows, he also has a stealth escape.
Urgot is a mean bean who doesn't afraid of anything.
Ghost/Flash and Pool, this sums up Vlad. One of the safest and most cowardly laners in League.
Now the margin isn't huge, but in gameplay, and somewhat in Lore as well. Noxus has a lot more cowardice than Demacia. Literally the reason Riven left is because they used dirty tactics instead of courageous combat. But I find this more and more when I analyze races/nations in fantasy, usually the ones who have more cowardly tactics and ethics, are the same ones calling everyone cowards and acting all tough and blood thirsty.
I may have missed some champions. But the point is, overall Noxus has cutthroat assassins who hide in the shadows, executioners who slay helpless victims for sport, mages that rely on trickery and escapes to survive. Yes they do have people like Darius, but against Demacia, they are certainly the bigger cowards.
In Gameplay the only possible 'cowards' in Demacia are Lux and Sona. In lore there are none.
In Gameplay Noxus has several blatant cowards. In lore their current government is heavily based around cowardly tactics.
