So Lulu fires 2 bolts right? If the first to hit the enemy has already hit something before, it will deal 70% damage, but if the second bolt hit the enemy and he is the first enemy hit by this bolt, will he take the 30% damage that is missing?

Hethalean1 votesNo, you only take damage from one of the bolts. Each bolt will only do full damage to the first target they hit. At least, that is my understanding.

With this change, subsequent targets hit take 30% less damage. So if the second bolt hit the target and that the target is the first one to be hit, that bolt would deal 100% damage right? So will it apply the missing 30% damage from the first bolt or will it just not deal any damage?

you only take damage from one of the bolts.
This probably means that the second bolt will likely not damage you, thus this is a 30% nerf to anything beyond the first target hit.
