What build lets you do that? With full build I was doing like 1,800 or so to minions.

He has a pretty bad laning phase unless you abuse his burst. He has good ganks (if your jungler wants free kills). His mid/late game is god tier though if you can use your E for peel, and crits for MS speed.

Just laned against him as cait. He went 5-12. He still won though, cause team 2 heavy.

Just played my first match against him, with good peel he can be a menace I think but without proper peel, dead in 0.5 seconds.

if he gets fed he can kill people in 2-4 autos but he seems clunky and hard to use

I know right. On paper he sounds like an absolute disaster, but he's honestly not that bad. AND OMG HE IS AMAZING TO PLAY, DAT ULTY

He might be relatively high skill cap OP, or the optimal way to build him may not yet have been sussed out.

Balanced on release seems improbable.

Is it really improbable? Tahm Kench was pretty balanced on release. Well, OK, he was on the weak side but not overly so. His buffs were probably a bit much so he's nerfed now. I also don't think Ekko was really OP but I may be wrong for high skill players.
