Is Galio worth a grab?

A few days ago I was up against a Galio in mid (I was Kindred) and the guy not only seemed to be doing pretty okay he also seemed to be having alot of fun with him.

I know he is easily countered if you know what you are doing and that he isn't remotely the best mid laner. I just wanna know from a "Fun champ?" point of view is he worth a grab?

does the enemy have ap? go full tank (mag res / health) and still burst them does the enemy not have ap? go full ap

he's very fun he works good as a supp best though, since people usually can outlast him in a 1 v 1 lane always get a mana item as one of your first items too
