This is coming from my personal experience in the past week so this is 100% legit, you can choose to believe it or not I don't really care. You can call me a liar, a loser, a toxic boosted animal, here's the simple fact: I'm currently earning those juicy hextech crates again while you guys who have the "unable to receive rewards due to past behavior" are not.
Now that intros are out of the way, this was my past situation >>> Last week around Tuesday evening (April 12) I got a 10 game chat restriction off of 3 flagged games. First game was from 3 weeks ago (they literally hold records from that long ago and even longer so put your goody-goody-two shoes on every time you play a game or else the past will haunt you). Second game was from over the weekend before Tuesday where a 3 man premade were trolling me by pinging me to go in then running away and leaving me to die so I raged out at the premades. Of course that action was wrong, you're not supposed to be toxic, but I still consider it "worth" because I use league as a stress reliever. Raging out like that once in a while feels good, even if it does nothing, it makes ME feels good; so yeah... flagged. Third game was directly on Tuesday and which had caused me to get the punishment. Again, another premade group (If you haven't realized by now, I'm a solo player. Feels good when you win a game by yourself but man, those premades are just toxic to the next level and make the game really hard to win). They flamed me for picking Taric jungle in champ select and additionally for the first 8 mins of the game, so in retaliation I wouldn't gank a lane. I only did clean up after all the fights to get kills, put a ward on the premade's dead body, and spammed taunt on their dead bodies for a good 5 seconds each. Every time they died I'd say "gj trash" and the like. Once again a well deserved punishment--still "worth" 'cause I put them on tilt which made them go negative (which was hilarious to watch), they raged out in chat which also triggered a punishment for them after I reported them, AND I got a chest and key frag from that game (got S- on Taric, I was dying of laughter).
Sooooo yeah, 10 game chat restriction, bummer. Went through the 10 games through aram and co-op games to make it go quick and I finally get slapped with that message we are currently discussing. Riot finally went full dictatorship like I thought they would. Don't get me wrong Riot, I fully support the system! To see such harsh penalties for the slightest tap on the wrist means that my reports to other toxic players actually do something this time!
Hence reform time! Over the course of the next week from last Wednesday I played my games in arams and normals with a strict set of rules in my mind. Say only the words seen bellow in every game and never communicate with my team mates BUT DON'T MUTE THEM!!!!!!!!!! This is important because think of this as a challenge to yourself. This is what I did:

Every single game AFTER the 10 game chat restriction was finished I said "good luck and have fun" in the beginning and "gg wp" at the end. THAT. IS. IT. I didn't talk to a single team mate, I didn't brown nose or kiss @ss. BUT I didn't mute any of them and just watched chat. Of course some of them got pissed at me for almost every little thing (I'm jungler and support main) and then proceeded to rage more whenever I didn't respond. OF COURSE I got grouped with premades (dynamic que sooooo fun!!!!!!) and they tried their damndest to get a reaction out of me. All I did though, was read their rage messages in chat and laugh at the impending hell that awaits them. This punishment is legit and they are gonna feel the full brunt of it, hell I'd be lying if I said I wasn't giggling like little girl every time I saw toxic messages in the chat either to me or to other people. Even the opponents would sometimes taunt or rage out in all chat and I just shake my head 'cuase they have noooooooooo idea what they are in for.
THAT'S IT, finished my games with nothing more than those 2 phrases, reported anyone that was being "toxic" and just played my games going positive. Then finally my third game today I GOT A CHEST!!!!!!!!!!!!!! ON ASHE WHICH I PLAYED IN THE JUNGLE 'CAUSE WHY THE HELL NOT!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! Ah redemption is truly glorious.
Follow what I did and take that No Muting challenge. I think I played 20 games total since last Wednesday? Not exactly sure, but definitely nothing more than 30 games especially since Friday-Sunday I didn't play a single game (was out of state for business and work). If you say anything at all that is borderline toxic/passive aggressive consider your redemption a failure and add an extra day to your wait time. You can brown-nose if you want towards your team mates, not sure if it'll speed up the process but it is definitely not necessary. Just say "good luck and have fun" and "gg wp" THAT'S ALL!!! You don't have to wait a certain amount of time and you don't have to act fake as hell. All you have to do is prevent your damn fingers from typing anything other than in game info (drag, flash, tp, etc.), praises (gj, well done, nice, way to go, etc.), and the basic sportsmanship lines (gl hf, gg, gg wp). IF YOU SAY EZ THAT IS A FLAG!!!!!!!!!!!! Even if you are talking about an ezreal on your team or enemy team THAT IS A FLAG READ BY THE SYSTEM!!!!!!!!!
Now I'm just waiting for my chests to regenerate, stacking up key fragments, and of course reporting anyone that is displaying borderline toxic behavior. It doesn't even have to be directly toxic behavior, that's how strict this system is now. I literally reported a lucian in one of my games who said one line the entire game "ezpz" at the end. He got punished... :)
