You misunderstand me. Of course, a good Lee Sin can shit on the enemy if played right. I was talking about scaling. Certain champions scale better than others. Champions like Lee Sin and Pantheon are early game champs. Strong laning phase, weaker late game. When they get kills early, they do get stronger and they become a threat to the team, but not as big a threat an Akali or Katarina with the same amount of kills. With a fed Lee Sin, the team that doesn't have the Lee Sin might be able to turtle and try to catch up in gold so they can outscale him. You won't be able to do that as easily against a fed Akali. Basically, if there was a game where both teams had 15 kills and equal gold and one team had a Lee Sin with 10 kills at 20 min and the other team had an Akali with 10 kills at the same time, I'd rather be on the team with the Akali.
That's not to say that Lee Sin is weak. He has a stronger early game and is a good jungler (if you are skilled with him) that can get his team ahead. And if he gets fed, he can still shit on the opposing team, but you don't want to drag the game on too long because his damage drops off.
But to elaborate on the main topic, that is why people continue to ban Akali in bronze. Because when she gets fed, it just feels like she single-handedly wins the game and you can't do anything to her for the rest of the game. The actual strength of a good Lee Sin player (jungle) is to get the rest of the team ahead. So when the opposing (bronze) team loses, they don't see that the Lee Sin won the the game for his team. They just think everyone on their team sucks because they kept dying in lane.
