I just got S+ on Quinn

Have you gotten an S with Quinn once before already? You can only get chests once per champ. If a teammate gets an S and you dont but you still get chest that means you cant use the champion you used for that match to get any chests as well. So basically any champion that youve already scored an S with or any champion that you used while on the team with an s ranker with cant be used any more this year for chests.

You can get a chest 4 times per month, but they are evenly spaced. You can get one chest every 7 days. Which means you probably already got one. Riot makes money off of the keys b/c it's by far easier to get a chest than a key.
