Any Shortcomings To AP + Health Tahm Kench?

I jungle Tahm Kench from time to time and probably have an 80% or so win rate with him, and I really feel that he's underrated.

Recently I started building AP and health on him. The item progression is Cinderhulk > Boots of Swiftness > RoA > Rylais > Resists Based on Enemy Team > Liandry's if we're ridiculously ahead. My logic behind the build is the following:

Cinderhulk essentially increases every point of health bought by 15%. On top of this, your grey health effectively doubles your health. Based on rough math, essentially bonus health has a 230% effectiveness. The vast amount of potential health makes you tanky, and greatly increases the effectiveness of only one or two resistance items.

Focusing on items that give ability power and health allows you to increase your damage output while taking advantage of the above point - you deal huge damage while being relatively tanky.

Question is, does anyone see a shortcoming to building this way? Or is there a reason why Tahm isn't usually built this way?

TL;DR AP + Health Items = Insane Damage And Tanky Tahm. No weaknesses?

I saw "I really feel that he's underrated." and stopped reading.

I haven't been in a ranked game where he isn't banned.

Well, he's probably underrated in the sense that people only think Tahm is a support, when in fact Tahm is a decent top laner and jungler.
