Gonna have to disagree with you there. We won't necessarily agree with rework ideas posted. At a minimum they often create some good discussion though, plus you do sometimes get some great ideas suggested, particularly in the well thought out and concise threads.
Actually it's common knowledge that at the very least rioters do browse through pretty much a majority of concept ideas that people post for champions, skins, gamemodes and so on, however it's rare for them to comment on something which is why it seems like they don't look at anything.

A well thought out argument that grabs a lot of attention and support form the people that actually interact with a champion will actually influence riot at times like it did with ahri which is why she got to keep much of her kit and they instead found other places to cut power
The idea might not be put on the champion,but generally there is potential that one of those idea's could move into a future rework or champion
because its fun as fuck for some people
