Something that came to mind when looking at the ADC item changes

At the release of the Keystone Conqueror it was specifically aimed to be used by Fighters (as it is) but ranged champions can still take it. But there was a downside if you took it, if you were playing a ranged Champion you could use this effect less oftenly than melee Champions (since you wait around 3-4 seconds) whereas melee Champions upon triggering the effect could refresh it's duration if they simple attack something.

Then I thought...

With Stormrazor that is suppose to be a new item for Marksman to pick over the other typical Critical Strike items, why is it not targeted to be a ranged only item or atleast not give the same amount of power to melee Champions as it does for ranged Champions? I mean I wouldn't mind helping melee Champions but if this were to be allowed for melee champions to abuse (assassins for example) this is going to cause more problems than solve.

I been seeing a lot of people saying that Stormrazor should not even be released, because of the fact that it gives guaranteed 100% critical strike every 2.5 seconds, and in my opinion Critical Strike is a really strong stat (even after all these changes) and giving 100% change to do it every 2.5 seconds for everyone who chooses to buy the item is not healthy, literally.

If it was to be kept and released in it's current form, it would need to have a higher cooldown in my opinion. What are your thoughts on this Summoners?

It's actually fair for both melee and ranged, and a few things you forgot to mention/misunderstood: It requires you to not be attacking for 2.5 seconds, not just a 2.5 sec CD, and attacking anything resets that cooldown. It's a niche item for both marksmen and assassins, and not actually broken.

I've tried it on Rengar, Kha, and Kayn on the PBE, and while strong, it's significantly more expensive than duskblade, and doesn't increase your early/mid burst much over duskblade. And lategame it also doesn't change your overall burst potential that much. It's good, but not overpowered.
