Why are there Free-To-Play champions available in ranked?

But seriously. Why do I even have the opportunity to play free-to-play champions in ranked? In the last champion select screen, We weren't able to play ftp champions, but now, we are. Maybe it's a glitch, or a bug, but please, can we just go back to the old system? I really don't want people playing ftp champions in ranked games.
