Who still plays Heimerdinger?

Out of all my normal/rank games I have not see one Heimerdinger being played. He's constant of 49-50% winrate in Top lane while he's 43-44% winrate in Mid lane.

After major nerfs on his turrets and all of his abilities I do not see one person play Heimerdinger. Yes, he was played back in s3-s4, but after that he just became less played. What's the real problem with Heimerdinger?

He is a detriment. Forces team to play around him. He is largely irrelevant now. He needs regular abilities or just a revamp to be more useful. If the enemy isn't stupid he's rather hard to carry with. He has early pushing power and that's it. Late game irrelevant

All he can do is splitpush, splitpush, and splitpush. Maybe provide intense poke as a support but out of lane it's not like he can 1v1 anyone. I don't know why people don't really play him either, he seems fun but maybe a little boring. He can win a game without even killing anyone.

At higher elo's that are used for that sample? Nearly exclusivily people that main him and Q for top/min or mid/top and therefore get to play him nearly every game they are not autofilled. Meaning they are at the MMR they belong at playing him and do not move up or down and go even for wins and losses.

He hasaid so much potential like the likes of ziggs and rumble. I vote new kit less turret based. Techmaturgical power has no limit. Stun is cool. Maybe make rockets fire 6 one at a time with 50% less dmg consecutively. Q should be rockets. We should be a sheild that reflects dmg back in a targeted direction. R could be big turret still. Or completely new. But he needs something changed

Garbage range. Garbage focus. Garbage AI. Garbage sustain.
