Why do ADCs like Jhin have more base HP at lvl 18 than Singed?

Yet riot wants to increase adcs base stats enough that they can go top lane instead of making all of the ranged champs have squishy base stats like they deserve.

I made a post asking why Snow Day Singed did not get a Golden Chroma and people Down voted it.
