Late game Vayne one shots me in 3 autos but I can't QWEQ oneshot her as Ryze

We are both full build and I have full penetration but I still can't one shot her. If I can't kill her in a single rotation without dashes, blinks, lethality, random buffs, whatever then it's not balanced. I'm tired of playing this champion because I am really trying to make him work. I am TRYING to listen to what Riot tells me and work with my team and execute combos perfectly.

When they reworked Ryze they slowed his combination down drastically. I'm sure everyone knows that before Ryze could almost infinitely combo if he had enough mana and CDR. Now, even if you QEQWQEQ there is about a 2s gap between the last EQ and the next EQ. This is such a pain in the ass when dueling because I'm basically walking around waiting for my spells to go off CD. So, instead of a DPS Ryze, Ryze has gone down the burst route building AAS, Morello, Rab, etc., in hopes of being able to eliminate the enemy faster. But if I can't even build glass cannon and one shot a squishy, then what is the point? I literally can't go the sustain/dps route because Ryze gets out dueled in most scenarios in terms of not being able to sustain off initial bursts or not being able to drain tank (like he used to). All his abilities (besides W) are telegraphed meaning that when I E flux, and X champion is fluxed then they know I am going to Q or W them. They've reduced his damage so much that even when people are fluxed, they wont die in a single rotation (in MOST cases).

They've dumbed this champion down, nerfed him incessantly, and removed the aspect that made him fun. I really hope change occurs soon.
