If its so bad that Gangplank can out heal Taric...
Why is it OK for Nidalee to out heal a fully charged Bard shrine?

Nid out heals Bard because she builds a shit ton of AP. Otherwise she wouldn't.
The Gankplank vs. Taric thing was a bit of a joke I think. Gankplank's is a self-heal only. So whether it does more than Taric's heal or not isn't really important.

I think it's because Bard shrines stay on the field and there can be up to three at a time?
Imagine if Bard shrines healed as much as Nidalee. If you timed it right, a teammate could heal up to 615+150% AP health by taking three shrines at once.
Now, that isn't Soraka-levels of healing, but it's pretty bursty healing and that just isn't Bard's identity. He's a caretaker, not a surgeon.
outheals everyone...
outheals everyone who's not Soraka.
Regardless of ratios (which I don't believe are that different.) Nid isn't a support, and is actually allowed to build AP to scale with her heals.
As for Taric, I can't say, Kinda dumb how he needs AP for his Heal to scale, yet his core build is Tank. But on the flip side, Gangplank's heal is %HP missing, yet he's typically built glass cannon.
So to put it simply, NOTHING, makes sense.

Taric's heal also scales with a small amount of bonus health.

Gangplank's heal is also a cleanse, that's why.
Possibly because most of the power of GP's heal should be located in the cleanse rather than the heal. To add to this, a champion like GP should have ways to mitigate damage, not sustain through it. Sustain and lat damage reduction on carries just doesn't work well... Taric's is supposed to be self sustain primarily with additional ally sustain if required. His kit is quite old, I'm not sure Riot made a particularly cohesive kit. Taric is weird, man. Bard is supposed to have a top up, and this is shown in his ability to have more than one shrine up at once. He is given a speed boost to allow for meaningful decisions - "how best can I save my ally", keeping them topped up or with this nice in fight boost" Nidalee's is supposed to be in fight healing which is why a large amount of its power is actually located in the attack speed boost.
Actually, looking at the numbers: At max rank when both champions have the same build, Nidalee only outheals Bard at 500AP. I wonder if the build has anything to do with it.
