The closest champion that comes to that is probably 
. His DPS is not insane but his mobility is insane, his burst has the potential to be insane, and he has the potential to be a great teamfighter as well and can be built tanky.

Lee sin can be great at lvl 18 because of his ultimate, however, it all depends on how good the player is.
