I think it's just bad design, really. There is nothing about her that makes her more worth picking than any other tank.

It's her ult. Her ult just isn't useful as a tank. Instead of locking people down, it saves people from dying.

She has no real cc. She stops dashes and she can pummel you into a wall, but she can't reliably cc you and her ult does no damage AND removes you from danger. Everyone else just runs off when they see their carries fly away. She's also surprisingly squishy for a champ that's primarily a tank.

Her kit's fun and all, but it's too conditional for what tanks need to do. She has no aoe either. Riot put too much into her theme and not enough into her game play.
