I was just playing this rough game in ARAM with Soraka
in the middle of it, I had a thought
what if every time Soraka cast a spell on an ally, she lowered their cooldowns by .5 seconds
would it add more utility to her kit or would it be too strong / have that kind of invisible power Riot is trying to get rid of

Spamus1 votesI think besides the issue of adding invisible power, it would just promote an even more passive play style for Soraka. The problem with Soraka right now is that she is super passive and has no mobility or cc (both things that are useful for a support). Right now she is effectively a health and mana dispenser. If any changes are going to happen to Soraka, it will most likely be to fix the things I just mentioned.
