Bot lane Summoner Spells are backwards (in a nutshell this time)

summoner 7 Instantly gives you and an ally health and movement speed. Great for peeling for yourself or allies. The support's job is to protect and/or heal teammates and peel for them when they're in trouble.

summoner 3 Shuts down a bursty enemy or secures a kill with a point and click. The adc's job is to avoid being bursted and secure kills by pointing and clicking.

summoner 3 This is the spell that the support takes.

summoner 7 This is the spell that the adc takes.

Shouldn't the role that's an obvious target for burst damage and focuses down enemies for kills take the sum that shuts down burst and secures kills... summoner 3? And shouldn't the role that keeps their teammates alive be taking the spell that does just that... summoner 7?

Exhaust is about to lose the mr and armor debuff as well as the attack speed debuff.

sup is generally shorter ranged and also bulkier. therefore the opportunities to apply exhaust for sup are better. for adc exh can't be applied unless in a purely defensive manner.

therefore exh is better to be carried on the sup which opens up usge VS enemy second line or AOE attackers that don't hug the ADC.

whereas heal is much more aligned with purely defensive play and since it targets allies it's easier to make use of it in a team fight even if it is on the absolute back liner.

(yo, ADC, stupid, don't frontline!)

The reason the support takes it is that, in general they should be closer to the fight and also usually the one already in the fight drops exhaust. Also exhaust doesn't help the team later when you are the priority target in the fight sitting in the back.
