No. Higher tier supports were nerfed repeatedly and make her look better by comparison. All enchanters were heavily buffed during the assassin update as a whole with Redemption, locket and Ardent buffs.

The nerfs to zyra and malzahar brought lulu back to viability . The redemption and ardent censor items are very strong with her as well.

6.18: Fixed a bug where the slow on her Q didn't last 2 seconds at all ranks. Technically a buff, but it was supposed to have happened 5 patches prior.
6.22: Restored her running animation on all skins (the fuck does that even mean) and made Winter Wonder Lulu's Pix VFX snowy again.
7.2: Made it so that Lulu actually uses her running animation when she's supposed to, rather than walking really fast, changed Pix's damage to 15-117(based on level) from 9-105(based on level) and took 10 off the mana cost of her Q at all levels, bringing it to 50/55/60/65/70 from 60/65/70/75/80.
7.3: Made targets polymorphed by Star Guardian Lulu display their champion name as Blob.
You're right, that change in 6.22 totally broke her.

A small buff compensation on her Q after the huge nerf and a small buff to the mana cost.... I dont call that countless buffs. The only reason she is strong is the support items =v= Your comment is overexaggerating.

In proplay there's a bit more to it. After the manacost buffs on her Q, Lulu's abillity to shove in lanes and harras in the early is quite strong, which is what you want from a support at high elos currently(hence why the likes of zyra, mf karma and Malzahr are so contested) She also can support ganks, especially dives, pretty well with her speedboost+ult. Aditionally, she can buff the shit out of a carry while standing behind the backline, so quite high impact with low risk in teamfights.
She's prettymuch a janna with more dominant laneing, though less power vs full dive comps that hardly get played anyway.

To be fair that's not gonna stop a Rengar from ult+Q oneshotting once he gets fed, especially because he's invisible before jumping so you can't E him, and I'm not sure but I think his Q still goes off even after being Polymorphed if he casts it before he lands. Similar to how old Kata could W inside Raka's Silence if she E'd into it but pressed W first before she was silenced.
