Fizz can dodge Brand's passive

If the Wiki is right, this isn't a balance issue, it's a bug.

Brands passive isnt just a DoT.

But fizz does not take any damage at all when he uses his pole. Malzahar E doesnt damage him still, nor does swain Q.
