What do I do against someone who stays under tower?

Let's assume I play some champion that falls off late game. What the hell can I do against a guy that only sits a mile away from me? If he asks for ganks he will even kill me tot he point he can 1v1 me eventually. As early as this,when I dont even have a lead to extend on other lanes,what are my options? Example: I play a lane bully vs Nasus,he asks for lvl 2 gank and sits with Nasus top a whole minute so he can farm up. WHAT THE HELL DO I DO? I WASTE MY LVL 1/2/3 POWERSPIKE JUST BECAUSE JUNGLER DECIDED TO HOLD HIS HAND??

You roam and do other things on the map. If they go to chase you they miss out on CS, so they are pressured to stay there. you can ping your Jg to help you gank mid or invade the enemy jg.

That's tough cookies kid. There are tactics that people use to try to dampen their opponent's strong points and exploit their weak points, like how Kayle dissolves like wet toilet paper if you're aggressive against her pre-level 11, or how someone like Nasus can be abused 10 ways till Sunday by a ranged opponent. Don't have a fit over an opponent who's deliberately playing safe when he's doing so to actively avoid your strong time.

Towerdiving is stupid, and if your not SMART enough to find those champions with towerdiving playstyles then we can't help you. Tell us what champion your playing, not every champion is made for turret dives jeeze.

Don't you have a call of duty match to get back too?

You freeze the wave the best you can and get a massive gold and xp advantage. It doesn’t matter if your a mid game champ and their a late game champ if you have a 50+ cs advantage on them. As for ganks you should be watching the map. Extend when you see the enemy jungle is bot, when you have vision top side, or when your jungle is top and can counter gank. That vast majority of the time one of these things will be true. If non of them are true then you play conservatively until one of them becomes true.

Dive them. Turrets are shit after level 3. They do no damage and 9/10 will just keep shooting minions.

Shove him in enough to go steal an enemy jg camp or drop a ward, bonus for a buff or a scuttle since they're super beneficial

start bming his jungler if you can, and convince your jungle to make a play mid or bot to get tower+dragon

Do a tele gank!

Act like you're backing and wait for him to push up, then kill from behind

You keep good vision and conserve mana. You can then harass while they try to farm under the tower. Both those sources of pressure can lead to a CS lead and hopefully you can waste the enemies junglers time with retreating with your good vision while your ally jungler snowballs other lanes, counter jungles, or counter ganks. what you have to do in that situation is pretty much shove the first two waves super hard, then when his tower takes out all the minions and the wave is more or less reset you your side by waves 3 and 4, literally do nothing but last hit. It basically forces him to come away from turret if he wants exp, and if his jungler is trying to hold his hand and gank for him at that point, they're gonna shove the wave to your side where you're even safer and probably die trying to dive you if you don't just immediately give up a sum. Junglers are naturally pretty greedy - they will almost certainly dive you if you hold flash at half hp.

Against Nasus specifically, you don't push him under his tower. You zone him off the wave and only last hit. In your example, your jungler should have gone top as well and then invaded.
