Ideas to rework tenacity

Tenacity is beyond useless atm, not a secret. Getting max tenacity as a champion (from runes + items) is at around 63%. Doesn't matter, cc-lock still happens because of the amount of cc everyone has, if you aren't mobile or have a cleanse / untargettability in your kit, you simply can't run away, you'll get chain cc'd until you die even as a tank

Here are 3 ideas

  • First idea : reworking tenacity into a flat number instead of a %

Tenacity would work as a number of seconds. For instance : Can't get cc'd for more than 3 seconds with a 3 seconds cooldown (would increase with items, both timer and duration, but just as an example, no real numbers here) (and yes, you'd be immune to knock ups too)

It would prevent chain cc'ing as stated above, because heck, making a stat irrelevant is really stupid.

  • Second idea :

Tenacity would work the same as Conqueror / Rageblade (only against champions obviously). For X duration in combat, you'd gain X% tenacity that would go up till 90% over let's say 5 seconds (with runes and items that would increase it, max value would be 90% ?) and then instantly go back down to 0% with a 3 seconds cooldown. Knock ups / displacements would still be an issue, especially with the hard on Rito got with them.

  • Third idea (only concerning knock-ups) :

Having a "weight" stat, tied to HP. The most HP a champion got, the heavier he gets, and the shorter would last a knock up
