Seems that if these nerfs didn't go through, those proplayers would pick Quinn more? Right now, no one is picking her in playoffs it seems. Were those nerfs really the reason behind it?

Shouldn't they revert those nerfs and get her back in the meta?

They dont usually revert any nerfs and they don't like to dictate the meta even though they do, but it was to put her in her place she was too strong of a duelist against top lane melees she was too oppressive.
