Can we make his E deal damage every half a second instead of every full one? It's pretty awkward to farm with it and it would just feel better that way.

I don't think this is necessarily a good idea. I actually think Defile a great lasthitting tool as it is because it does damage right when you turn it on, which is a really nice thing when you see that you're going to miss a minion because then you can just turn E on and get it. If the damage were halved (with the tick rate doubled) it wouldn't be as easy to get these last hits. On the other hand, if you want the ticks to deal the same damage but just happen twice as often, I think that's too large of a buff.
