How is Shen not considered strong in this tank meta?

Just curious I know at one point he was one of the best champs in the game but it seems like he hasn't been viable in nearly two years, even during the time of tanks.

Because Shen has no AoE, one short ranged gap closer which is his only CC, worse lockdown than Maokai, and he has no %hp for fighting bruisers/tanks. His energy costs are also extremely restrictive mid/late game, when he should excel.

probably because he does not do %max health damage like any other populair tank that is in the meta?

His passive deals %max health. Which means you must AA, but it also has an 11 seconds cool-down.

His passive deals 10% of his max HP. The tanks he's referring to deal % of enemy's max hp, making them useful against tanky champions.

Indeed, but the 10% max hp is still great on his passive don't get me wrong :) Esp since usually you build tanky on shen.

I am a big lover of shen myself and one of his good things is that his jungle clear is really really easy but also quite slow early on. So you barely lose any health but are really slow at clearing. And his ganking power is not as strong pre-6.

And his taunt is just way to expensive really.

Well just compare him to his competition. If you are talking smite top lane with TP than he is fighting Shyvana and Hec both which can do a lot more damage than Shen while being just as tanky and they split push better.

If you are talking being a disruptive tank than he is fighting Gnar/Sion/Maokai all of which habe more CC Sion and Gnar both engage better and Maokai gives a 20% damage reduction to his team.

Shen's strongest asset is his global presance but any other top laner can replicate that with Teleport making it kinda moot.

Things he can do:

Poke heavily in lane
Never die
Jump in your team and get focused for a tiny duration.
1v1 your carry for a nice while

Things he can't do:

Lockdown a team à la Sej/Mao
Burst down someone
Peel for dayz
Clear quickly

Shen is a weakest tank right now. He was a real force in S2, but Riots took his Spark and damage away from him. Now he can only splitpush, nothing more.
