Let's define "scaling"

Nasus and veigar and sion have infinite scaling but that does not make them the best teamfighters even late game.

What defines a late game? Ahri has many escapes so she won't get caught but does that really make her good late game?

I define scaling as the ability to do something better than the enemy opponent in late game when not being focused down as a squishy or when being focused down as a tank for example.

Scaling is the net worth your character has and how much it can contribute to a fight potentionally via DMG.

When we talk about scaling we usually focus on Pure breed carry champions who have little to no utility.

There is no doubt a Kog Maw has more scaling than a Sivir in a 1 vs 1 scenario.

However Sivir has utility that can strengthen her other carries to do better, however this is not true scaling its just being an enabler like how Ahri`s mobility enables her to assissinate, but she will never reach the same numbers of damage as an equally good Cass, this is because Ahri has to sacrifice dmg for mobility and Cass has to sacrifice mobility for dmg.

What decides lategame more than anything is team composition. If your team can cover some weaknesses and have some members carry certain parts of the game up until lategame its all down to execution, throws or by simply having a better late scaling comp.

I like to define scaling as the interaction between a champion's natural kit via leveling and item progression over time.

So let's roll with the Kog'Maw example from above. Kog'maw has some of the best intra-kit interactions, or natural steroids in both the ADC and mid role. His Q shreds armor/MR and passively give AS. His W gives him attack range plus extra max hp% mgc dmg. His ult gains better range through levels. Therefore his kit scaling is high.

When you combine this with proper item progression, the effect is multiplicative. So his overall scaling is very high.

However I think you're a little trolling with your loaded question.

You seem to think that people rate Nasus, Sion, and Veigar as high scaling late game champions, but they're wrong and Ahri( and by extension mobility heavy champions) is actually better? I'm not sure where you got that logic. In any case, I think that Late Game is reached once one person on either side has completed 3 full items. 3 items is usually the break point where one mistake and you end up dead, which is what I think the definition is.
