frost queens claim needs a rework

nobody buys this thing anymore except for only morgana, who needs it to make up for what she lacks in damage that the other spelltheifs edge supports have with some utility. but shes like, the only one.

zyra brand and velkoz sure as fuck arent buying it. none of the mage supports are buying it except morgana

hell even utility supports that are supposed to buy it arent even buying it. bard zilean lulu etc? nope. theres just way better items for them.

it's either being built by everyone or nobody, even referenced in the patch notes as being built on tank maokai and ap midlaners

and now it's another extreme where nobody builds it
