I think I have some fair nerfs for Garen that'll reduce his early game bullying

I mean, yes, we know how Garen still can bully quite well early game while scaling correctly into the late game.

So, I've thought that... maybe the self-slow on his E wasn't so bad afterall?

Don't get me wrong, I didn't think it was a good idea, but I think right now, he could use it early game to restrain him from bullying his laner.

Perhaps these changes to his E could be quite fair:

Judgment

  • When moving towards enemy champions, Garen is slowed for 25/20/15/10/5/0% (at levels 1/4/7/10/13/16, when he gets another spin).
  • Judgment's overall damage is increased by 33% instead of only when damaging one target with Judgment. (Or, it no longer deals 25% reduced damage against multiple enemies.

His spin is less reliable early game, but deals more damage if he manages to stick to his target for the whole duration. Also, it makes him weaker early game while stronger late game, making him a bit more risky as a pick.

Thoughts?

scaling correctly into the late game? he does no dmg to other top/jgs/supports - like normal early game tops.

wasn't he suppose to be an early game bully?

the thing is he already got nerfed early on. he deals less damage than pre rework until level 16 if im not mistaken. and his base stats got nerfed a lot.

there are champions that hard counter him as it is. he doesnt even really counter riven anymore, as most of his power against her came from the 2.5 second silence on his q lategame and that he was beefy enough not to get blown up by her level 4 all in cheese.

nerfing him further would mean an automatic loss (instead of a disadvantage) against certain matchups.

plus, the self slow sucked. not only did it feel terrible (as opposed to the reduced aoe damage), but it was stupid in a sense that his kit was fighting itself. its as if you make an adc slow himself by 20% for auto attacking.

you do everything right, manage to get in range of your target despite the odds, and then you start kiting yourself.
