Is there a reason why Summoner Spells are locked until a certain level is reached?

Why not just have them all available level one? I can't think of any reason not to.

there used to be, and honestly i'd love if flash required level 30 so people would learn to play without it, but yeah there is no reason.

So new players can learn the game gradually. So they don't have to instantly consider all the intricacies of flash. Same for masteries, allows new people to not be overwhelmed with options.

It might be too slow, but the system makes sense.

The same can be said about masteries: just why? And considering how much power the new masteries are gonna give to players, having low-level account will be even more punishing. And I'm not gonna start on rune system a.k.a. better save those IPs instead of using them for buying champs that you are interested in.
