Did the design team even think through some of the toxic combinations with these runes?

This is kind of a salt post, i know its been only a few days since the release but man some of these games are frustrating.

At 4 stacks, your next attack against an enemy champion will deal 4% of your maximum health bonus magic damage, restore 2% of your maximum health, and permanently grants 5 bonus health. The empowered attack is primed for 6 seconds, refreshing whenever you deal or receive damage.
