When Does The New Season Start?

I'm not entirely asking out of impatience, but out of worry. I don't know how the previous seasons handled things, but between complaints of the new jungle, penetration items, tank survivability, the impact of crit rating, etc., I'm not sure what Riot wants to get done before release.
